What AB 1263 Requires

Starting January 1, 2026, every firearm accessory and barrel shipment to California requires:

Age & Identity Verification

Verify customer is 18+ using government-issued photo ID before completing the sale.

→ Mandatory for every California order

Address Matching

Delivery address must exactly match the address on the verified ID.

→ No exceptions allowed

Signed Acknowledgment

Customer must sign acknowledging they understand California's assault weapon laws.

→ Written notice required

Adult Signature Required

Package must be labeled for adult signature (18+) and ID confirmation at delivery.

→ Shipping label requirements

The Challenge for Retailers

Most retailers don't want to store customer ID images due to CCPA liability, data breach risk, and compliance costs. But AB 1263 requires verification before the sale completes.

Age Verification (18+)

Automatically calculates age from date of birth and confirms customer meets California's 18+ requirement for firearm accessories.

Address Matching

Validates that the shipping address provided at checkout exactly matches the address on the customer's government ID.

Common Questions About AB 1263 Compliance

What products does AB 1263 apply to?

AB 1263 applies to firearm accessories as defined in Penal Code 30515, including pistol grips, thumbhole stocks, folding/telescoping stocks, flash suppressors, forward pistol grips, threaded barrels, and standalone firearm barrels. It does not apply to complete firearms or 80% lowers (which already have separate regulations).

Do I need to store copies of customer IDs?

No. AB 1263 requires verification, but does not mandate storing ID copies. ZeroTrust verifies the ID and confirms age/address, then immediately deletes the images. You receive verification results only, avoiding CCPA liability.

How does address matching work?

ZeroTrust extracts the address from the customer's government ID and compares it to the shipping address provided at checkout. We use intelligent matching to handle common variations (e.g., "Street" vs "St"), but require the core address to match exactly per AB 1263 requirements.

What if a customer has recently moved?

If the customer's ID address doesn't match their current address, AB 1263 does not allow the shipment. The customer would need to update their ID with their state's DMV first. This is a legal requirement of AB 1263, not a ZeroTrust limitation.

How long does integration take?

Most retailers integrate ZeroTrust in under 30 minutes. You'll add our JavaScript snippet to your checkout page, and we'll provide sample code for handling the verification flow. No backend changes required for basic integration.

Can I test before going live?

Yes. The first 50 verifications are free, allowing you to test with real IDs in your staging environment before launching to production. We also provide detailed documentation and integration support.

What about the signed acknowledgment requirement?

ZeroTrust handles ID verification and address matching. You'll still need to present the required legal notice to customers and collect their acknowledgment, which you can implement as a checkbox in your checkout flow. We can provide sample language if needed.
